```一个由七名参议员组成的两党团体正在敦促特朗普总统撤销其允许俄罗斯柴油进口美国的决定,认为此举违反了2022年禁止进口俄罗斯能源的联邦法律,并在俄罗斯与乌克兰的战争期间为莫斯科提供了财政支持。这些议员——共和党参议员科林斯、穆尔科斯基、蒂利斯和柯蒂斯,以及民主党参议员沙欣、布卢门撒尔和怀登——表示政府未能咨询国会,也未提供法律要求的解释。特朗普宣布普京已同意向美国及全球市场供应数十万吨柴油,财政部已授权进口至2027年4月。政府将该协议描述为在中期选举前降低创纪录柴油价格的举措——柴油价格曾在9月份达到每加仑6.53美元。参议员们警告说,这一决定在俄罗斯继续杀害乌克兰平民之际,给了普京一条"财务生命线",蒂利斯则认为2022年的法律只有在俄罗斯撤出乌克兰领土的情况下才允许解除限制。白宫则指出特朗普宣布了俄罗斯与乌克兰之间的"能源停火",而乌克兰总统泽伦斯基则警告说,在没有达成坚定协议的情况下放松制裁可能会削弱对莫斯科的压力。```
A bipartisan group of seven senators is demanding President Donald Trump reverse his decision to allow Russian diesel imports into the United States, arguing the agreement violates federal law and provides financial support to Moscow amid its ongoing war with Ukraine.
The lawmakers issued a joint statement Sunday citing a 2022 law prohibiting Russian energy imports, which Congress passed following Russia's invasion of Ukraine.
"President Trump's decision to allow Russian diesel imports to the U.S. runs directly counter to that law," the senators said. "The Administration has also failed to consult with Congress or submit any explanation to justify its decision as required by statute."
The group includes Republican Sens. Susan Collins of Maine, Lisa Murkowski of Alaska, Thom Tillis of North Carolina and John Curtis of Utah, along with Democratic Sens. Jeanne Shaheen of New Hampshire, Richard Blumenthal of Connecticut and Ron Wyden of Oregon.
Trump announced Friday that Russian President Vladimir Putin had agreed to supply hundreds of thousands of tons of diesel fuel to American and global markets. The Treasury Department subsequently authorized Russian diesel imports through April 2027.
The agreement is part of Trump's effort to reduce soaring fuel costs as Americans struggle with higher energy prices ahead of November's midterm elections.
Diesel prices reached a record average of $6.53 per gallon in September, according to AAA, as the ongoing conflict with Iran continues to disrupt global energy markets.
However, the senators argue that easing restrictions on Russian energy exports undermines American pressure on Moscow.
"The United States should not provide Putin with a financial lifeline while Russia continues to kill Ukrainian civilians," they wrote.
Tillis separately questioned the agreement's legality during an appearance Sunday on NBC's "Meet the Press," arguing that the 2022 legislation established conditions for lifting restrictions, including Russia's withdrawal from Ukrainian territory.
The White House previously responded to Tillis' criticism by pointing to Trump's Truth Social announcement declaring an "ENERGY CEASEFIRE" between Russia and Ukraine, although the president offered no details about the arrangement.
Ukrainian President Volodymyr Zelenskyy also expressed concern that relaxing sanctions without a lasting agreement to reduce hostilities could weaken efforts to pressure Russia.
